Here are some last minute notes regarding the PEI Convention at the NACS Show, October 5-7, in Chicago.

  • The PEI registration counter will open on Saturday, October 4 in Chicago at McCormick Place. You can contact the registration staff at 312-791-6650.
  • Registration will remain open online through October 7. Register before October 1 to save up to $100 off on-site registration prices.
  • Attendees can download the registration list at no charge from our web site. The files are updated periodically and available in three different formats. Log in to the Members Only section of the web site or click on Resources > Downloads from the PEI home page.
  • Mark Barolo, director of the Policy and Standards Division of EPA's Office of Underground Storage Tanks, will join Jeff Leiter on Sunday, October 5, at the Regulatory  Update Session. He will speak specifically on EPA's current efforts in reviewing the 1988 underground storage tank regulations and provide some ideas on the direction any new regulations might go. 
  • Spouses who have registered with PEI are reminded that there are a limited number of complimentary Chicago Trolley Co. tour tickets that can be picked up at the PEI Registration Desk at McCormick Place. First-come, first-served.

. The Indiana Department of Environmental Management (IDEM) has proposed amendments to clarify the compliance schedule for Stage I vapor recovery controls for gasoline storage tanks at gasoline dispensing facilities that have a throughput that exceeds 10,000 gallons per month and were in existence prior to July 1, 1989. In addition, IDEM is proposing to amend the definition of a "gasoline dispensing facility" by decreasing the minimum capacity of a storage tank to 250 gallons from the current capacity of 575 gallons and to amend its rules to include specific guidelines for the installation of submerged fill pipes. Wisconsin. Revisions to Wisconsin's Comm 10 - Flammable, Combustible and Hazardous Liquids Code were adopted September 17. The effective date is expected to be February 1, 2009. The major changes include: Reviewing plans for fueling systems containing greater than 10% ethanol or 5% biodiesel; expanding requirements for providing double-walled piping and tanks; requiring liquid-tight containment sumps under and around all existing and new buried piping connections; requiring ASTs not within a dike to have an overfill alarm when filling reaches 90% full and an automatic shutoff that activates at 95%; testing mechanical and electronic line leak detection equipment annually; and inspecting internally lined USTs every five years. is selling its petroleum marketing operations in the West African nations of Benin, Cameroon, Republic of Congo, Cote d'Ivoire, Nigeria and Togo to Panama-based Corlay Global, which is owned by African-based consortium grouping MRS Holdings and Petroci Holdings, Cote d'Ivoire's national oil company.  
South African downstream company Engen Petroleum has signed an agreement to acquire Total Petroleum's downstream assets in Rwanda, Burundi and Guinea Bissau
Ricker Oil Co. Inc., Anderson, Indiana, announced that it has reached an agreement with BP to purchase all of BP's company-operated and -supplied stores in the greater Indianapolis area.

SouthEastern Petroleum Systems, Inc.
, Charlotte, North Carolina, has opened an office at 2650 Shop Road, Columbia, South Carolina 29201. The new, 5,000-square-foot office/warehouse is equipped to provide installation, warehouse distribution, city counter sales and service throughout South Carolina and eastern Georgia. "Fueling fleets with hydrogen is gaining a small foothold. A blend of hydrogen and natural gas, called Hythane and made on-site by breaking down the natural gas, powers municipal buses in Syracuse and Hempstead, N.Y., and airport shuttle buses in San Francisco. The L.A. airport will follow. Hythane advantages: Better mileage than natural gas alone, fewer greenhouse gases and minimal tweaking of engines. Burning pure hydrogen is still several years away, though a breakthrough by Ohio State Univ. engineers could speed the process. They've found another way to make the gas on-site, using water, aluminum and gallium . . . a far less costly method than the traditional means of using electricity to break apart the H20 molecules."--The Kiplinger Letter, September 5, 2008.

Engine manufacturers are urging EPA to scale up its enforcement and educational campaigns to reduce unlawful sales of fuel blends with high levels of ethanol. They hope to reduce potential industry liability from a growing number of class action suits stemming from engine damage due to use of the fuels. While the suits have so far targeted fuel suppliers, engine manufacturers are concerned that they too could face third-party liability for personal injury caused by the failing engine and for a product's drop in value.

Jeff Marvin
, vice president of sales for The Southern Company of NLR, Inc., died September 12 after being struck by a motorcycle while crossing the street following a football game in his hometown of Cabot, Arkansas. He was 48. Survivors include his wife, Becky, who was also struck by the motorcycle; and four children.
