A flexible, liquid-proof, plastic or synthetic material used to line the walls and bottom of an underground storage tank excavation or the diked area of an aboveground storage tank installation, to provide a means of secondary containment in event of a release or spill.
Because water and other liquids cannot move through the material, it is referred to as impervious.
