How do other companies handle recertification of their Techs? Do you recertify on your own time at home or do you recertify during a normal work day while on the clock?

We pay them to do it after hours.

Straight time....if we can, during normal business hours...if not after hours...Both parties benefit.

We get paid to take them, and have to sign a promissory note...cost of the class and time we claim. Sometimes at home, if slow, sometimes at the office.
