Any vessel of 119 gallons or less capacity used for transporting or storing liquids.

NFPA 30 defines container so as not to conflict with the US Department of Transportation's defintion of non-bulk packaging, in Title 49, Code of Federal Regulations, Part 171.8, part of which reads “a maximum capacity of 119 gallons or less as a receptacle for liquids.” In the same section DOT defines bulk pacakaging, as it applies to liquids, as a packaging that has “a maximum capacity greater than 119 gallons.” Bulk pacakaging includes transport vehicles and freight containers.

However, in Title 49, Code of Federal Regulations, Part 178.700, DOT includes specifications for what it refers to as an “intermediate bulk container,” a receptacle that has a capacity of not more than 793 gallons, but not less than 119 gallons.
