PEI EDUCATION CONFERENCE UPDATE Over 100 PEI Young Executives are meeting this weekend in New Orleans. RETIREMENTS Glenn A. Smith, customer service manager for American Fabricating, Inc., Germantown, Tennessee, has retired from the company where he worked for 25 years. Smiths duties will be shared by Larry Lynch, Glenn Moore and Chris Lynch. Ben Davisson of Southern Petroleum Equipment Co., Inc. (SPECO), Owensboro, Kentucky, retired at the end of 1998 after 40 years with the company. He was the first full-time employee hired at Southern Petroleum Equipment Company in 1958 and was virtually a one-man show for the first five years of SPECOs existence. Ben and Julia, his wife of 35 years, will remain in Owensboro.

REGULATORY BRIEFS Kentucky. EPA has approved revisions to the Kentucky state implementation plan (SIP) for the implementation of the rule regarding Stage II controls at gasoline dispensing facilities. The federal EPA has approved the states Stage II vapor recovery comparability plan for Allegany, Caroline, Dorchester, Garrett, Kent, Queen Annes, Somerset, St. Marys, Talbot, Washington, Wicomico and Worcester Counties. EPA has approved state implementation plan revisions submitted by the state that include regulations to control volatile organic compound (VOC) emissions from gasoline dispensing facilities and from gasoline tank trucks. INDUSTRY NOTES Determan Welding and Tank Service and its manufacturing division, Brownie Tank Mfg. Co., Minneapolis, Minnesota, have combined elements of both names and will now be known as Determan Brownie, Inc. Doug Adams Sales Associates, Inc., Plano, Texas, and Jimco Sales & Mfg., Inc., Fort Worth, Texas, formed a marketing alliance January 1. Both companies will retain their current ownership and individual identity. DEATHS Norma Hobson, wife of founder Dale Hobson of Dales Service, Inc., Boise, Idaho, died December 17, 1998, at the age of 77. Norma Hobson not only held the fledgling company together in the early days, but also managed to raise five sons--her legacy--at the same time.
OSHA ISSUES FINAL RULE ON INDUSTRIAL TRUCKS Employers that use forklifts and other industrial trucks will have to provide thorough initial training to truck operators as well as refresher training every three years under a final rule issued in December by the Occupational Safety and Health Administration. The new OSHA rule requires employers to develop training programs or hire a consultant to provide the required training. Once trained, truck operators must be certified and documentation must be retained for potential review by OSHA. The training program must base the amount and type of training required on factors such as the operators prior knowledge and skill; the types of powered industrial trucks the operator will operate in the workplace; the hazards present in the workplace; and the operator's demonstrated ability to operate a powered industrial truck safely. If an employee was hired before December 1, 1999, the initial training and evaluation of that employee must be completed by December 1, 1999. If the employee was hired after December 1, 1999, the initial training and evaluation of that employee must be completed before the employee is assigned to operate a powered industrial truck. Employers are required to evaluate operators of powered industrial trucks every three years under OSHAs new rule. Refresher training is required if: the operator is involved in an accident or a near-miss accident; the operator is observed driving in an unsafe manner; the employer determines, during the operator's evaluation, that the operator needs additional training; there are changes to the workplace that could affect the safe operation of the truck; or the operator is assigned to operate a different type of truck. NAW PUBLISHES FIFTH FACING THE FORCES OF CHANGE TRENDS REPORT The National Association of Wholesaler-Distributors and its research arm, the Distribution Research & Education Foundation, have published the fifth in the series of Facing the Forces of Change reports. The 163-page report identifies four major trends that are reshaping wholesale distribution: electronic commerce, strategic alliances, supply chain integration, and globalization. The report devotes a chapter to each trend and contains a discussion of threats and opportunities posed by the trend in question, along with a case study of a wholesale distribution company that has taken advantage of some of these opportunities.
