Last year, at the request of the DEF Selective Catalytic Reduction (SCR)
Stakeholders Group, PEI agreed to develop and publish a recommended practice on
how to equip, install and maintain a diesel exhaust fluid filling system in
the United States. Work on that document has been completed, and PEI's
Recommended Practices for the Storage and Dispensing of Diesel Exhaust Fluid
(DEF) is now available.
The recommended practices mentioned in the document apply to the storage,
handling, and dispensing of DEF at motor-fuel-dispensing facilities,
repair/maintenance garages, and service centers. The recommended practices
are limited to storage containers that use a pump and/or meter to dispense
DEF.
This document does not address activities involving DEF at manufacturing
locations and bulk-storage terminals, or during transportation to
motor-fuel-dispensing facilities, repair/maintenance garages, and service
centers. Sampling and testing procedures for determining the compliance of
DEF with specifications are not included, and dispensing of DEF into motor
vehicles from portable single-use containers is not covered.
The procedures and practices outlined in this document constitute a
synthesis of standards and recommendations published by government agencies,
standard-setting organizations, DEF suppliers, equipment manufacturers, and
facility operators. In instances where there are disparities or omissions in
the material available, the PEI DEF Committee included its own consensus
recommendations based on practical experience.
The goal of PEI's DEF Committee was to publish the recommended practice
before the first truck requiring DEF hit the road this month. That meant
writing a recommended practice in less than half the time normally allotted
for such an endeavor. Members of the committee include:

PEI RECOMMENDED PRACTICE ON PROPER TANK INSTALLATION TO BE REVISED
The PEI Tank Installation Committee is in the process of revising PEI's
Recommended Practices for the Installation of Underground Liquid Storage
Systems (PEI/RP100-05).
In the 23 years since PEI/RP100 was first published,
85,000 copies of this document have been distributed. The recommended
practice is referenced in the federal underground storage tank regulations
and in the latest edition of the National Fire Protection Association's
Flammable and Combustible Liquids Code (NFPA 30). RP100 also is required
reading for the International Code Council's underground storage tank
certification program.
PEI will follow the same procedure in
revising RP100-05 that has been used with previous updates of other PEI
recommended practice documents. PEI members, regulators, tank owners,
and trade associations are encouraged to comment on and suggest changes to
the document.

DEATHS
Maurice J. Hubbard, owner of JMP Solutions, headquartered in Ft. Myers,
Florida, died January 13. He was 63. Maurice was PEI President in 1994 and
served on the PEI Board of Directors representing PEI District 4 on four
separate occasions. He also volunteered for many PEI committees over the
years and was an original member of the PEI Tank Installation (RP100)
committee. Survivors include his mother Ruth Marie Hubbard; wife Cindy
Hubbard; his five children Jantena Arnold, Frank Hubbard, Jody Tavanese,
Stephanie Theo and Kaci Boone; 11 grandchildren; and one great grandchild.
Three sisters also survived Maurice, including Janice Padgett, wife of JMP's
COO Glenn Padgett.
Back in the days when PEI
sponsored a dinner dance at our annual convention
(Convex), association staff would always take a table at the back of the
room, leaving the seating up-front for PEI officers and others interested in
being closer to the action. One member would always join us back there:
Maurice Hubbard. Year after year, staff and Maurice anchored that
back-of-the-room table. That afforded us an opportunity to get to know him
better than most members, and he became our friend as a result. We will miss
our friend.
PEI SERVICE OPERATIONS SURVEY

PETROLEUM MARKETING BRIEFS
Bulk Petroleum Corp., Mequon, Wisconsin, has retained Hilco Real Estate
to sell up to 122 of its gasoline stations/convenience stores to pay down
debt under the company's proposed Chapter 11 reorganization.
Shell Oil Products US sold its 66 Shell-branded convenience stores in
the Seattle area last month to PacWest Energy LLC, a joint venture
between Shell Oil and Jacksons Food Stores Inc.
Alimentation Couche-tard Inc., through its Circle K Stores Inc.
subsidiary, is acquiring eight stores in central North Carolina from
Accel Marketing LLC.
Lukoil has acquired 11 Getty gasoline stations in Philadelphia
for $9.8 million.
BRIEFLY NOTED
All Japanese refiners will blend conventional gasoline with at least 1
percent ethyl tertiary butyl ether (ETBE) by March 2011.―Oil

APS International Inc. has moved from La Porte to 1513 Webster Court,
Fort Collins, Colorado 80524. The phone and fax numbers did not change.
The International Energy Agency (IEA) expects sales of hybrids and
electric cars will continue to be limited by high costs and the slow rate of
turnover in the global vehicle stock. It forecasts that these vehicles will
only make up 6.4 percent of the global vehicle fleet in 2030 and will fail
to make much of a dent in oil demand. However, the IEA says this could all
change as a result of government intervention, such as a dramatic global
effort to reduce greenhouse gas emissions.
